Sub-directorates of the City's EIS Department
Overview
The Environmental and Infrastructure Services Department (EISD) is responsible for protecting and managing the City’s environmental resources to support a healthy, sustainable, and resilient urban environment. The department addresses key challenges associated with rapid urbanisation, ageing infrastructure, and service delivery pressures that impact environmental quality and public health.
Guided by the Constitution of South Africa (1996), which guarantees the right to a clean and healthy environment, EISD ensures that municipal activities are undertaken in a manner that safeguards natural resources and promotes environmental justice and equity for all residents.
The department’s mandate includes waste management, air quality management, biodiversity conservation, and oversight of natural water resources. EISD also leads the City’s climate change response and supports a just transition towards a low-carbon, climate-resilient, and inclusive economy.
EISD brings together high-level technical expertise across environmental sectors and works collaboratively with municipal entities and stakeholders to drive implementation. In its oversight role, the department monitors and evaluates the environmental performance of City Power, Pikitup, and Joburg Water, ensuring compliance with legislation, alignment with City strategies and business plans, and continuous improvement in service delivery.
Through effective regulation, coordination, and strategic leadership, EISD plays a central role in preserving the City’s natural assets and improving the quality of life for present and future generations.
