MMCs Office
MMC For Development Planning - Cllr Sibongile Eunice Mgcina
Cllr Sibongile Eunice Mgcina is the Member of the Mayoral Committee (MMC) responsible for Development Planning in the City of Johannesburg. She is responsible for executive oversight of the City’s Development Planning Department, including guaranteeing that the department and its implementing agent, the Johannesburg Development Agency, remain the engine of all capital development projects in the City. This responsibility entails ensuring that the City’s capital development projects are built and completed on time and on budget and that they reflect the City of Joburg’s status as a world-class African City.
Background
Born and raised in Midrand, Johannesburg, Cllr Mgcina matriculated at Umqhele Secondary School and holds a Degree in Municipal Governance and has an honours Degree in Public Policy and African Studies.
Before she was appointed MMC for Development Planning, she was previously the MMC for Health and Social Development from December 2019 to February 2022.
She has also previously served as a Proportional Representative Councillor in various Section 79 Committees in the City of Johannesburg.
She is the mother of three boys and a girl, and she enjoys spending her downtime with her family. She is an active resident of Ward 80 in Region A.
Cllr Mgcina draws inspiration from the following words of the late struggle stalwart Mama Charlotte Makgomo Mannya Maxeke:
‘This work is not for yourselves. Kill that spirit of self, and do not live above your people, but live with them. If you can rise, bring someone with you.’
