City Transformation & Spatial Planning Directorate

WHO WE ARE

The City Transformation & Spatial Planning Directorate (CT&SP) is the City of Johannesburg’s strategic spatial planning engine, responsible for guiding development across the city. The directorate prepares spatial plans that direct public and private investment and leads coordination with internal and external stakeholders to implement the Spatial Development Framework (SDF), Strategic Area Frameworks (SAFs), Urban Development Frameworks (UDFs), and Precinct Plans. CT&SP also manages the City’s capital investment programme, coordinating the annual capital budget and overseeing the Johannesburg Strategic Infrastructure Platform (JSIP) to ensure capital projects are spatially aligned with the City’s strategic priorities.

WHAT WE DO: UNITS & FUNCTIONS

Metro Planning

The Metro planning team is responsible for preparing the Municipal Spatial Development Framework (SDF), Nodal Review Model, Inclusive Housing Policy and various city-wide spatial policies and guidelines to support the Implementation of the SDF. By monitoring development trends and producing evidence-based insights, the team supports policies and strategies that promote a more sustainable, inclusive city, and improve the spatial targeting, monitoring, and evaluation of SDF 2040 spatial objectives.

Infrastructure Coordination

The Infrastructure Coordination team manages the City’s capital investment programme. This includes compiling the annual capital budget through internal stakeholder engagement and managing the Johannesburg Strategic Infrastructure Platform (JSIP), which coordinates and directs capital investment in line with strategic priorities.

Areas Based Planning (Region A-G)

Area-Based Planning focuses on spatial development at the City’s 7 Regions, ensuring that Johannesburg’s spatial growth responds to local opportunities and challenges. Dedicated strategic urban planners in each region lead the preparation of local spatial plans and provide spatial planning input on development applications to guide informed public and private investment decisions.

Urban Design

The Urban Design team leads the development of the City’s Urban Design Guidelines and facilitates the work of the Urban Design Advisory Committee (UDAC). The key focus is to provide support for high-quality, human-scale urban form in key transformation areas. This includes promoting the introduction of form-based codes, strengthening precinct plans, and guiding development toward walkable streets, active public environments, and mixed-use, transit-oriented neighbourhoods across the City.
